On February 26, 2025, a hearing was held in the House Oversight Delivering on Government Efficiency Subcommittee, where USAID was accused of sponsoring terrorism. 1 Previously, Senator Ted Cruz had also alleged that USAID funded terrorist groups.2 An investigation conducted by the Middle East Forum found that at least 122 million US dollars in USAID grants were directed to organizations linked to recognized terrorists. 3, 4
However, an even greater concern is USAID’s financing of informational terror attacks — activities aimed at destroying democracy. In total, USAID spends more than a quarter of a billion dollars annually on training and funding an extensive network of over 6,200 journalists across nearly 1,000 media outlets and journalistic organizations. All of this is done under the pretext of supporting “independent media.” 5
As we detailed in the article “Politicians under threat. Who is behind this?”, the rise in violence against politicians in democratic countries is far from being a random process. It is the result of a deliberate effort to incite hatred within society through that same network of “independent media,” many of which received funding from USAID.
The United States Agency for International Development (USAID) is an independent agency of the U.S. government responsible for distributing tens of billions of dollars annually in foreign civilian aid and development assistance. President John F. Kennedy established USAID by executive order in 1961 to counter Soviet influence abroad. 6
In this article, we will examine how USAID funds were directed toward subversive activities carried out by an international network of media influence agents overseen from Russia. This network was created by the Russian Association of Centers for the Study of Religions and Sects (RACIRS) under the leadership of Alexander Dvorkin. A clear example of its activities can be seen in the destabilization of Ukraine. Under the guise of “fighting cults and sects,” the network recruited agents within the media sector, who were later used to divide society and create internal conflict.
The hacking of Vladislav Surkov’s correspondence known as Surkov leaks revealed that this network was directly coordinated from the Kremlin. Currently, it operates across most European countries and the United States, engaging in similar destabilization efforts.
Slovak prime minister Robert Fico was the first European politician to react to the suspension of USAID operations. In a letter published on his Facebook page, Fico addressed Elon Musk, requesting information about grants and subsidies allocated to NGOs, media outlets, and individual journalists operating in Slovakia.
According to the prime minister, USAID financial resources were used in Slovakia for political purposes, deforming the political system. Even fragmentary open-source data indicates that, within a relatively short period of time, USAID provided these entities with several million US dollars in funding. 7

The issue of foreign funds being misused in Slovakia to discriminate against certain parts of the political spectrum was described by Fico as extremely serious. This comes as no surprise, considering that an analysis of the facts indicates that RACIRS’ agent network was also involved in the smear and dehumanization campaign against Fico, which ultimately led to the assassination attempt on the prime minister in May 2024.
A similar scenario was applied in the dehumanization campaign against Donald Trump, which unsurprisingly and predictably resulted in the emergence of “lone wolves” and a series of assassination attempts. At the time, Fico pointed out that the media-driven dehumanization campaigns against him and Trump followed an identical pattern. He also named specific Slovak media outlets whose dehumanization and demonization efforts contributed to the attempt on his life:
“The scenario is like a carbon copy. If the attacker on D. Trump knew Slovak language, all he’d need to do is read publications like Denník N, SME, or Aktuality to feel the urge to ‘deal with’ the disobedient former U.S. president.”
The surviving gunman who attempted to assassinate Fico, Juraj Cintula, was asked why he decided to kill the prime minister. He responded, “The media have been shut down. Why is RTVS being attacked? Why was Mazák fired?”
This statement directly pointed to the sources that had influenced him.
RTVS, much like Denník N, SME, and Aktuality media outlets, is known for its anticult rhetoric, fueling hatred against religious minorities. This method of creating societal conflict is a signature tactic of the Russian RACIRS under Dvorkin’s leadership and its recruited media agent network. It is no coincidence that the demonization of Donald Trump in the U.S. also incorporated anticult rhetoric, culminating in the release of “The Cult of Trump” book by Steven Hassan, a close associate of Alexander Dvorkin.
In both the USA and Slovakia, social division and incitement of hatred against political figures were orchestrated through media networks receiving funding from the U.S. Agency for International Development. The funding for RACIRS’ media agent network came both directly from USAID grants and indirectly through intermediaries that redistributed USAID funds.
One of the key intermediaries is the Organized Crime and Corruption Reporting Project (OCCRP). This organization has over 200 employees working in local media across approximately 60 countries. The vast majority of journalists and outlets within the OCCRP network actively disseminate RACIRS’ rhetoric and have direct ties to members of Dvorkin’s anticult network in their respective countries. Articles commissioned by Dvorkin, aimed at demonizing organizations and politicians targeted by RACIRS, along with commentaries from his “anticult experts,” are replicated word-for-word and distributed across all OCCRP-affiliated media platforms without any analysis or modifications, as if on command.
OCCRP was founded in 2008 by American journalist Drew Sullivan and Romanian national Paul Radu. The organization’s largest funder, covering most of its budget, is the U.S. government, with USAID serving as its primary funding source.

From 2014 to 2023, the U.S. federal government provided 52% of the funds actually spent by OCCRP. Since the organization’s founding in 2008, the U.S. government has directed at least 47 million dollars to OCCRP, with an additional 12 million allocated. Other Western governments, including the United Kingdom, France, Sweden, Denmark, and the Netherlands, have contributed at least 15 million dollars over the past decade. 8
The three largest funders to OCCRP are the U.S. Agency for International Development, the U.S. Department of State, and Open Society Foundations. 9
On January 20, 2025, the day of his inauguration, President Trump signed an executive order suspending payments to non-governmental organizations, international organizations, and contractors pending reviews of such programs for programmatic efficiency and consistency with United States foreign policy. 12 This decision triggered a wave of panic within Alexander Dvorkin’s network that had grown accustomed to multimillion-dollar grants from USAID.
One of the most vocal promoters of Dvorkin’s rhetoric in the United States is Drew Sullivan’s associate, Dave Troy, who expressed outrage over the suspension of USAID programs on his X account. Dave Troy’s nonprofit organization, TEDxMidAtlantic Inc. registered in Reston, Virginia, in August 2017 (EIN: 82-2059235), experienced a sudden surge in funding in 2019, spending over 100,000 US dollars that year. 13
That year, Troy put maximum effort into fueling hysteria around the so-called “cult of Trump” and promoting the book by his associate and agent of Dvorkin’s network, Steven Hassan, which was released the same year.
As we previously reported in the article “Chabad-Lubavitch: Demonization And Persecution Of The Jewish Community By Agents Of Russian RACIRS In Russia And The U.S.”, a joint video featuring Dave Troy, Steven Hassan, and Jim Stewartson (who was included by the ADL in the list of anti-Semites and disinformers 15 was released on the TEDxMidAtlantic platform in 2020. However, the video was later removed from YouTube for inciting hatred. 16, 17, 18

Clearly, Troy failed to meet his sponsors’ expectations 19, as funding for his organization significantly declined in the following years. Today, his activities are mostly limited to running a fringe online blog where even his readers comment on their exhaustion from his relentless promotion of paranoid hysteria. Troy is also involved in spreading what appears to be commissioned content from Russian RACIRS through journalists under his influence, such as Matt Bernardini of “Intelligence Online” in France. Together, they have orchestrated a campaign to demonize Elon Musk 20.
Additionally, we have previously covered the dehumanization campaign launched by agents of Dvorkin’s anticult sect against Tulsi Gabbard. These are the same tactics of dehumanization: branding politicians as “cultists,” “enemy agents,” or “threats to society,” designed to incite hatred, aggression and violence, ultimately destabilizing society and undermining democracy. These are the same Nazi techniques once used by the Third Reich to dehumanize and eliminate innocent people, now revived by Dvorkin’s ideological followers — modern-day fascists spreading the same totalitarian rhetoric. Articles by Matt Bernardini and posts by Dave Troy serve as textbook examples of Dvorkin’s agent network in action.
A network of Slovak media outlets funded by USAID and OCCRP, including Denník N, The Slovak Spectator (SME) and Aktuality, responded to the cessation of funding with outright hysteria. In an article published on SME.sk portal, authored by The Slovak Spectator staff, they labeled Elon Musk’s Department of Government Efficiency (DOGE) a “pseudo-department” and lamented that, without a 55,000-dollar grant, Denník N’s page will now only be accessible via paid subscription. 23
Slovak society will likely benefit from this change, given that these media outlets, relying on USAID grants, propagate Alexander Dvorkin’s anticult rhetoric that fuels societal hatred. However, what apparently horrifies representatives of the said media even more is a probable investigation of the entire funding chain. Receiving grants directly from USAID and through intermediaries like OCCRP, this chain has been destabilizing the country by disseminating propaganda that originates from the Russian RACIRS and its leader, Alexander Dvorkin.
The Journalism Development Network, OCCRP’s parent organization, along with the AIDS Vaccine Advocacy Coalition, has also filed a lawsuit, arguing that President Trump lacked the authority to freeze international payments during their audit period 25. The case is under review by the U.S. Supreme Court.
As we detailed in the article “Russian Anticult Lobby in British Media. How BBC Experts Serve the Russian RACIRS”, the British BBC operates under direct influence from Alexander Dvorkin’s network via his close associate, British anticultist Alexandra Stein. Stein has cultivated strong ties with editors and journalists at the outlet.

Consequently, over the last 10 years, BBC’s content has consistently amplified anticult topics. Articles frequently mention Dvorkin and other anticultists in his network in a positive light, while portraying organizations and individuals targeted by Dvorkin negatively. These facts suggest that BBC resources are publishing content evidently dictated by Dvorkin.
BBC attacks organizations Dvorkin seeks to discredit, citing Russian RACIRS’ units as credible sources. Meanwhile, Dvorkin himself is described with absurdly flattering epithets such as “Professor Dvorkin,” “influential figure,” “US-educated Professor Dvorkin,” and “Moscow academic.” For context, this is how BBC journalists describe him in an article about his initiation of a yoga ban in Russian prisons, where he claims that yoga ”could lead to uncontrollable sexual arousal… and in consequence to the development of homosexual relationships between inmates.” 26
Moreover, Alexandra Stein, a passionate follower of Marx and Lenin in her youth 27, 28, fills her social media pages with numerous posts dehumanizing Donald Trump. She poses as a leading cult expert for BBC materials and regularly publishes her own articles for the outlet. Following her entrenchment at this media, other anticultists from Dvorkin’s network, including Steven Hassan 29 and Rick Alan Ross 30, began to gain significant visibility. Meanwhile, Stein actively campaigns for legislative changes in the UK modeled after Russian policies 31, the same ones once lobbied by her mentor Alexander Dvorkin, which ultimately destroyed freedom and democracy in Russia.

To support proposals restricting religious freedom in the UK as one of the methods to destabilize the country according to Dvorkin’s methodology, BBC produces and replicates documentaries such as “The Cult Next Door” and “The Russian Cult Leader Who Thinks He is Jesus.”
The Family Survival Trust led by Alexandra Stein and Tom Sackville holds the top spot on BBC’s recommended information and support centers list. Sackville, now CEO of the International Federation of Health Plans, is a key ally of Russia’s RACIRS in advancing Dvorkin’s agenda.

Meanwhile, a nonprofit BBC subsidiary titled BBC Media Action received 2.6 million pounds (about 3.3 million US dollars) from USAID during the 2023–2024 fiscal year.

Reports reveal that Politico, owned by German media giant Axel Springer, received 8.2 million dollars in U.S. government funding in recent years. USAID paid the news site 44,000 USD in subscription fees in the fiscal years 2023 and 2024. The outlet has been particularly active in demonizing Donald Trump as a cult leader 36, 37, using rhetoric similar to that of Russia’s RACIRS agent network.

Who is Alexander Dvorkin?

According to Alexander Dvorkin, he began his career during his emigration to the United States at Voice of America in Washington, D.C., where he was “offered a job” 39. He later worked at Radio Liberty in Munich, another organization funded by the U.S. government.
Here’s how he described his activities after returning to Russia and joining the Russian Orthodox Church (ROC):
“Also I work for this newly founded organization. It is an American Orthodox organization. It’s called International Orthodox Christian Charities. It is a charity organization. It helps Russian people to cope with these difficult times, and I am the project director. I help to find and to subsidize newly founded Russian charitable organizations, especially the ones related to the church, but not necessarily.”
“I also work for an international adoption organization which is located in Pennsylvania, it’s called the Welcome House of Pearl Buck Foundation, to find children in Russia which need loving homes and which couldn’t be provided these homes in Russia unfortunately yet, and we help them to find loving homes in this country [USA].” 39 (20 min.)
Dvorkin’s tasks included allocating US funds to newly established Russian organizations. Therefore, he was long familiar with both U.S. government funding of his work and redirecting charitable funds to projects of his interest.
It is known that in the early 1990s, Dvorkin studied at the Dialog Center in Denmark under Friedrich-Wilhelm Haack and Johannes Aagaard, followers of the Nazi pastor and anticultist Walter Künneth who had collaborated with the Gestapo and used dehumanization tactics for organizing the Holocaust and persecuting innocent people.
Dvorkin became obsessed with reviving this Nazi ideology and Künneth’s methods to achieve total power. Within ROC, he established RACIRS — a counterpart to Künneth’s Apologetic Center that operated within the Lutheran Church of Germany since 1921. Utilizing ROC resources, Dvorkin achieved a complete destruction of democracy in Russia over several decades. His organization, a destructive cult in itself, infiltrated the upper echelons of Russia’s executive and legislative branches and forged close ties with the FSB and other law enforcement agencies. Dvorkin lobbied for antidemocratic laws that allowed him to initiate repression and attain an unprecedented level of influence, leading the country down the path to the revival of Nazism.
At the same time, on the international level, Dvorkin managed to unite separate anticult units worldwide into a unified anticult network run from RACIRS.
Through this network of influence agents, Dvorkin has recruited media representatives who, while not particularly talented, are desperately seeking easy fame and money, and he placed them on a funding stream via USAID’s grant system. How did he manage to infiltrate USAID? Perhaps, some of our readers can answer this question. What can be said with certainty, however, is that an army of journalists across dozens of countries attacks any organization or individual on Dvorkin’s command from RACIRS, like a pack of hungry dogs unleashed.
The situation reaches absurd levels: rhetoric from RACIRS’ website and Dvorkin’s own statements, containing outright lies and disinformation, is simply copied verbatim without any analysis and disseminated by the entire network of so-called “investigative journalists” on command from OCCRP and similar entities. Almost all of them operate on USAID grants. Dvorkin has built an enormous influence network, stretching from minor tabloids in Russia and Ukraine to BBC. Once considered a gold standard in journalism, BBC has now descended to the level of tabloid press with its absurd praises to Dvorkin and attacks on organizations he targets. What’s more, BBC is actively promoting the ideology of Dvorkin’s Russian sect in the height of the Russia-UK confrontation, which only adds to the surreal nature of the entire situation. All of these activities are funded by American taxpayers and directed from Russia by a completely different individual.
This raises a reasonable question: Who benefits from it all? Whose interests do those activities serve? And who is actually Dvorkin? Is he a secret CIA agent working to destroy democracy and the church in Russia? Or is he a genius manipulator who established a sect that doesn’t just destroy Russia from within, but has also intertwined itself with USAID and managed to use even the BBC to its own advantage? Either way, Dvorkin is undoubtedly an enemy of democracy and freedom.
By employing Nazi methods of dehumanization which he diligently studied under Haack and Aagaard, he doesn’t only incite hatred against religious minorities, but also demonizes politicians. The “investigative journalism” centers funded by USAID replicates this hatred towards politicians, using Dvorkin’s methodology and destabilizing countries from within. The outcome is mass protests, unrest, revolutions, and a staggering increase in violence against politicians. A prime example is the campaign against Donald Trump where Dvorkin’s entire agent network was mobilized. This included articles and books about the “Trump cult,” an accompanying media campaign, and organized protests and societal clashes. Steven Hassan shaking his book “The Cult of Trump” became the campaign’s face. Numerous agents from Dvorkin’s network were involved — the same sect members funded by USAID.
This entire effort is aimed at destroying democracy as such. Essentially, it doesn’t matter who is being demonized. The primary goal is to destabilize society. A stark example of that is Russia. In the early 1990s, before Dvorkin’s activities began, it was a country with progressive legislation and constitutionally guaranteed freedoms. However, under Dvorkin’s slogan of building an “Orthodox Christian nation,” all human freedoms and rights have been eradicated, and Orthodoxy itself has been destroyed. Those who defended Jesus Christ’s commandments and called for love over fighting sects were labeled sectarians by Dvorkin, slandered, and expelled from ROC. Today, everyone at ROC knows that the worst fate is to fall out of Dvorkin’s favor. This is far worse than angering Patriarch Kirill as Kirill won’t expel you from the church, but Dvorkin will. As a result, Dvorkin’s words carry much more weight than those of the church’s nominal leader. Moreover, whatever Dvorkin says is executed both within the church and at the national level, while Kirill’s words are ignored even within ROC.
A vivid example is the establishment of Diveyevo Brotherhood, an occult order of the Kremlin elite operating through Diveyevo Monastery and allocating massive funds to RACIRS while bypassing Patriarch Kirill. Everyone is aware of the close ties of Dvorkin and his right-hand man Alexander Novopashin with the head of Diveyevo Brotherhood, Sergey Kiriyenko, and other Kremlin officials.
It is also notable how Dvorkin’s calls, such as urging the persecution of Jehovah’s Witnesses, are carried out by the Russian authorities although even Putin himself publicly opposed such actions 40.
At the same time, it is obvious how Dvorkin’s rhetoric is adopted by Patriarch Kirill. The ROC leader speaks in Dvorkin’s words, while Dvorkin never speaks in Kirill’s. Dvorkin doesn’t hesitate to display his disrespect toward Kirill. He never refers to Kirill positively, and considering the power he wields, his agent-sectarian organization clearly views the patriarch as nothing more than a puppet. In a recent interview, when asked whom he would highlight among the current Orthodox leaders, Dvorkin responded by dismissing them all. This is a direct slap in the face to Kirill who considers himself the greatest and most brilliant leader — a fact he often declares, demanding corresponding recognition. Nonetheless, Dvorkin makes such statements publicly 41:
Interviewer: Who is the best modern preacher? Or just a good modern preacher?
Dvorkin: Among the currently living?
Interviewer: Yes.
Dvorkin: (pauses) Well, I’m not even sure. I’d say my former… Father Alexander Schmemann, but he passed away in 1983. So, among the living, I have no idea.

Another striking example is Kirill’s rhetoric regarding migrants. In 2017, the patriarch stated that “Moscow needs migrant workers” because “there aren’t enough working hands, while the country must develop: roads need to be built, buildings need to be constructed,” and that “everything built in Moscow is only thanks to migrants.” 42

However, Kirill later reversed his stance to the opposite to align it with rhetoric that Dvorkin had been promoting for years. Patriarch Kirill started speaking of the “threat to the Russian world due to migrants” and warning that “because of the migrant situation, we can lose Russia.” He started actively supporting mass deportation of Muslim migrants. 43, 44
Inciting hostility between Christians and Muslims is one of the primary goals of Dvorkin’s sect. We have covered this extensively and provided examples of how Dvorkin’s teacher, Johannes Aagaard, had engaged in similar provocations long before the cartoons of Prophet Muhammad were published, leading to tragic yet entirely predictable consequences in Europe. Those provocations weren’t random occurrences, but rather well-planned actions repeated until they achieved their intended result — bloodshed and an even greater escalation of hatred and hostility between Muslims and Christians in Europe.
As an ideological successor to his Nazi mentors Haack and Aagaard, Dvorkin continued to use the same methods to incite hatred and destabilize society. For decades, he has been making public statements insulting Muslims in Russia in ways no one else in the country would dare. The fact that destruction of the Muslim community and mass deportations were long part of the anticultists’ plans is evident from the statements and actions of Dvorkin and his close accomplices.
These are obvious facts proving who truly leads this organization. Therefore, many people say the true ruler and patriarch of the Russian Orthodox Church is not Kirill but Dvorkin. Priests and even ordinary parishioners mock Kirill, saying it is obvious that all Kirill does is parrot Dvorkin’s words. Some even jokingly refer to Kirill as Dvorkin’s clerk and reciter, as he has long ceased to speak in his own words, merely repeating Dvorkin’s rhetoric.
The mass campaign to stir hostility between Muslims and Christians is part of Dvorkin’s broader network activity aimed at igniting a global civilizational war. We covered this in detail in the articles “At The Threshold Of A Civilizational War” and “Taylor Swift and World War III”.
As for Russia, the history of mass demonization and deportation of migrants following the terrorist attack at Crocus City Hall is also a story of eliminating the main competitor to the ROC within Russia. Dvorkin’s sect completely controls ROC, while a strong competitor such as the large Muslim community in Russia is highly disadvantageous to them.
For decades, Dvorkin has been publicly insulting and denigrating Muslims, but public opinion in Russia traditionally viewed Muslims favorably. This all changed after the attack at Crocus City Hall, orchestrated without a hitch. For Dvorkin’s sect, expert commissions, counterterrorism committees, and similar bodies have always been crucial because they aim to infiltrate and control them. After the attack at Crocus City Hall, these entities sprang into action, and the first thing they did was expelling Muslim migrants.
This had long been Dvorkin’s dream. His sect was the sole beneficiary of those events and used them to further promote the idea of the “titular nation,” declaring that “Russians are the best” and “Russians are above all others,” in stark contrast to other peoples living in Russia. This is sheer Nazism — the supremacy of one nation over others. It’s the same script that transformed Germany into the Third Reich, and nothing else could be actually expected from Dvorkin, given his teachers. After all, there’s a direct line of succession of Nazism: from Walter Künneth to Aagaard and Haack, and finally to Alexander Dvorkin.
Dvorkin’s Nazi sect operates under the excellent guise of fighting sects and cults. It’s very convenient to accuse others of sectarianism and cultism while being part of Dvorkin’s destructive cult. His followers, who supposedly fight sects and cults and lecture on the “dangers of cults,” are in reality the scariest and most dangerous members of a destructive cult. They are the ones who have ruined millions of lives, being direct successors of those who established Nazism. They covertly promote Nazi ideology and facilitate its resurgence while undermining democracy in various countries. The craziest thing is that they warn of the danger of cults while actually being the most horrifying cult in the world — the cult of Alexander Dvorkin. Members of this cult always crave power. They have infiltrated legislative and executive bodies, which is why decisions and laws are adopted that defy common sense and erode democratic rights. In every country, Dvorkin’s cultists strive to enter bodies of power, politics, and various committees.
However, there’s another notable feature of this network: they are extremely obsessed with children. Why is Dvorkin’s cult so fixated on children? Why are they so eager to target children, from kindergartens to universities? This is worth considering. We touched on this topic in the article “Antiсult Orders Established on Children’s Blood”.

There is compelling evidence that the widespread increase in violence, including school shootings, is not a random occurrence, but a result of manipulating children’s consciousness through mass media and other channels of influence. This manipulation involves psychotechnologies developed in KGB laboratories and popularized by another ardent anticultist, Igor Smirnov, known as the “father of psychotronic weapons”. A detailed investigation into which specific informational subliminal implants affected the minds of those who committed mass school shootings is likely to reveal even more shocking details about the media network that circulated sensational articles glorifying those killers. It is no coincidence that this network includes journalists obsessed with the problem of cults and spreading hatred toward politicians — journalists who are part of Dvorkin’s cult.
These are facts, this is reality, and this is what we see on the surface. But what do we not yet see?
Returning to the topic of media outlets recruited by Dvorkin’s sect, how can we understand who he really is? Is he a talented CIA agent dismantling Russia, spreading public panic, violating democratic rights, and fostering hatred toward the government? Or is he a mastermind who created a parallel government structure in Russia, seized the church, and expanded his influence worldwide? He has turned the country into a sect, the church into a sect, and USAID into a sect — he has turned everything into a sect and controls it all, from American and European taxpayers’ money to the lives of Russians.
Dvorkin snaps his fingers, and as if on command, the entire pack of dogs, spanning from BBC to Slovakia, becomes agitated and starts barking his words. Is this journalism? No, it’s Nazi methodology in action, with precisely adjusted rhetoric. Members of his sect give lectures to law enforcement officers, students, and children, scaring the public and authorities into believing that “here they are, cultists, bad people, and we need to fight them because they can be potentially dangerous. What if they cause harm?” By this logic, one could walk into kindergartens and argue that children should be fought because they might become bad people someday. Yet, no one has the right to dehumanize people in this way, regardless of their faith.
These lectures are delivered by Nazis trained by Dvorkin. They use covert manipulations he has honed over the years, destroying innocent lives and people’s destinies. The situation is so surreal it’s hard to believe: Nazi rhetoric from Russia is being popularized using U.S. taxpayers’ money.
